And they will act high and mighty like scary overlords like 'Look we're really taking action' while this being a huge bluff to scare the rest of the playerbase off the programs they're using. Big names such as devs and obvious users/exploiters/cheaters that got reported. IMO They really can't afford to ban half the amount of players they claim they will take action on. What makes EME profit? TERA, their sponsors and their players' pockets. Because EME is a company, and a company should be making profit.

In reality users have almost nothing to fear, just because you play a game distributed by EME doesn't mean they have the absolute power over you at this point.
